Biography: 

Pete Skala is the Program Manager of the California Public Utilities Commission’s Demand-Side Analysis branch. In this capacity, Mr. Skala oversees the Commission’s analysis of the existing potential and corresponding cost-effectiveness of the various demand-side energy resources being pursued by the state’s large investor-owned utilities (energy efficiency, demand response, and distributed generation).  This branch of the CPUC’s Energy Division is also responsible for evaluating the success of the utilities’ demand-side energy resource programs.   

Mr. Skala has worked at the CPUC in various capacities for over ten years.  Prior to running the Demand-Side Analysis program, he supervised the Commission’s Climate Strategies section, working closely with the Air Resources Board in the design of the cap and trade program (particularly with respect to its impact on the electricity sector).  Before this, he was responsible for overseeing the development of the utilities’ long-term (10-year) procurement plans.

Prior to joining the Commission, Mr. Skala spent over a decade working with various environmental consultancies as an environmental engineer and project manager, designing and implementing state superfund site remediation projects, waste reduction programs, and environmental assessments in support of military base closures.
