Biography: 

Tom Doughty is Director of Regulatory Strategy at the California ISO.  He accountable for optimizing the ISO’s interactions with the State agencies, such as the CPUC, Energy Commission, Air Board and Water Board. Prior to assuming his current role, Tom was responsible for the ISO’s customer care functions.  He is the architect behind The Voice-of-the-Customer and TouchPoint Mapping, which are among the ISO’s most successful customer partnering programs.  Tom is also the creator of the ISO’s Stakeholder Symposium, which has become the largest annual gathering of energy executives on the West Coast.  This year marks the beginning of Tom’s fourth decade in the electric industry. 

His résumé includes senior leadership positions with the Los Angeles Department of Water and Power, Xcel Energy, and several entrepreneurial energy service providers.  25 years ago, Tom was among a small group of innovators that drove the launch of a brand new technology…electric vehicles.   We take EVs for granted now, but 25 years ago, they were nearly completely unknown.  Tom is a licensed engineer and holds degrees in engineering and business administration from UC Davis and UCLA, respectively.
