Biography: 

Xiaomei Tan is the Deputy China Country Director and Director of China Sustainable & Livable Cities Initiative. She is charged with steering WRI’s research agenda in China, fostering high-level dialogues around critical environmental and development issues, and leading a team of over 10 researchers to contribute to China’s sustainable urbanization and overseas investment.

Xiaomei previously was a senior associate leading WRI’s Emerging Actors in Development Finance project. Her research on how to channel China’s rapidly growing overseas investment to low-carbon development in developing countries has facilitated the communication between Chinese overseas investors and host countries. Prior to that, Xiaomei was the project manager of WRI’s China Climate and Energy Program. Her research sought to understand how low-carbon technology was introduced, adapted, deployed and diffused in China and other developing countries; the respective capacities of developed and developing countries in innovating and manufacturing low-carbon technology; and the concerns over intellectual property rights.

In her various roles, Xiaomei has published widely in mainstream and professional journals such as Energy Policy, Ecological Economy, Overseas Investment and Export Credits, and etc.

Xiaomei holds a Ph.D. in Public Policy from American University in Washington DC. Her master’s degree is in Economics and BA in Political Science. Xiaomei is an avid hiker and tree hugger and has completed many sections along the Appalachian Trail and several parts of the Rocky Mountains. Her other passions include jogging and yoga.
