Arthur Sohikian

Arthur Sohikian is a public infrastructure and utilities executive currently serving as Executive Director of the Joint Powers Alliance (JPA), where he leads collaborative regional initiatives focused on clean energy, utility modernization, infrastructure resilience, and public-sector innovation. In this role, Sohikian works with municipalities, public agencies, utilities, and private-sector partners to advance large-scale sustainability and infrastructure projects throughout California. Prior to his leadership at the JPA, Sohikian served for more than two decades at the Los Angeles Department of Water and Power (LADWP), including as Chief Operating Officer and later Interim General Manager and Chief Engineer. During his tenure at LADWP, he oversaw major operational, engineering, and infrastructure modernization initiatives for the nation’s largest municipal utility, helping guide the utility’s transition toward renewable energy, grid modernization, water system resilience, and transportation electrification. Sohikian played a key role in implementing large-scale capital improvement programs and advancing regional clean energy initiatives, including renewable power integration, electric vehicle infrastructure, and long-term sustainability planning. His leadership experience spans electric and water utility operations, engineering management, emergency preparedness, workforce development, and public-sector governance.
