Bill McGowan is a seasoned leader at Granite in collaborative project delivery, with more than 15 years of experience in CM/GC, Design- Build and Progressive Design-Build Projects. His expertise in risk management, phasing strategies, and fostering a “one-team” mentality has resulted in the successful delivery of more than $2 Billion in collaborative projects. Throughout his career, he has successfully led complex infrastructure projects across transportation, rail, and intermodal sectors, working closely with owners and stakeholders to develop cost-effective, innovative, and sustainable solutions. As an Envision Sustainability Professional (ENV SP), Bill integrates environmental stewardship and lifecycle cost considerations into project planning and execution, ensuring infrastructure investments are resilient, efficient, and future-ready. A strong advocate for early contractor involvement, Bill helps public agencies navigate design, budget, and procurement challenges while maximizing project value.
