Jill is Global Director of Program Initiation for AECOM Technical Services, where she leads the start-up of major infrastructure programs worldwide, focusing on client outcomes and societal benefit. She previously served as AECOM’s Los Angeles Regional Executive, delivering strategic value through program management, advisory and technical excellence across complex, high-profile engagements. Jill is the recipient of AECOM’s inaugural scholarship to the University College London MBA in Major Infrastructure Delivery and is the first American to undertake the program. She holds a background in economics and Spanish, having dedicated her career to “improving the quality of life in cities for all”.

Skillful at creating and maintaining trusted relationships that deliver tangible impact and measurable outcomes, she brings 25 years’ experience at the intersection of innovation and transformation across government, utility and national laboratory market sectors. Jill’s focus on organizational and digital transformation has enabled complex organizations to become more agile in the face of social need.  As a certified change practitioner, Jill is adept at using engaging strategies to ensure collaboration and transparency across diverse partner and stakeholders.
