Joy Chen is Executive Director of the Every Fire Survivor’s Network (EFSN), the nation’s largest survivor recovery hub, representing more than 10,000 Eaton and Palisades fire survivors and allies. Built by survivors after the Los Angeles fires, EFSN connects survivors to one another and to trusted recovery resources, while advancing faster, more accountable disaster recovery systems. Under Joy’s leadership, the organization has helped unlock more than $100 million in delayed insurance payouts for survivors.

A former Deputy Mayor of Los Angeles, Joy led economic and workforce development initiatives focused on expanding access to opportunity in underserved communities. She later worked globally in executive search as a principal at Heidrick & Struggles, recruiting Fortune 500 CEOs and board directors across North America, Europe, and Asia.

Her leadership writing later reached millions of readers in China and led to two bestselling books on career and life agency for women.

Today, Joy is a leading national voice on disaster recovery, insurance accountability, and community-led rebuilding.
