Tim O’Connor is Executive Director and Ratepayer Advocate for the Los Angeles Department of Water and Power’s Office of Public Accountability (OPA), where he serves as the independent consumer watchdog overseeing LADWP rate proposals, infrastructure investments, and long-term utility planning. Appointed in 2025, O’Connor leads the office responsible for providing objective analysis and advocacy on behalf of Los Angeles ratepayers as the city navigates major transitions in energy, water, and climate infrastructure. O’Connor brings extensive experience in environmental policy, energy regulation, sustainability strategy, and utility modernization. Prior to joining the OPA, he held leadership roles spanning government, nonprofit advocacy, and private-sector consulting. His career has included work on air quality enforcement, climate and utility policy advocacy, and strategic advising for major North American utilities and corporations navigating decarbonization and energy transition challenges. Earlier in his career, O’Connor worked with the Environmental Defense Fund, where he participated in California Public Utilities Commission proceedings and policy development related to climate change, clean energy, and utility regulation. He later advised organizations on sustainability strategy and infrastructure planning through consulting roles focused on energy transition, advanced metering, and utility asset modernization. As Ratepayer Advocate, O’Connor has emphasized balancing affordability, reliability, and sustainability while helping Los Angeles navigate large-scale investments in electrification, renewable energy, water resilience, and grid modernization. He has advocated for greater public transparency, long-term planning, and economically durable climate solutions that protect both current and future ratepayers.
