As General Counsel, Janna’s current responsibilities include management of the attorneys in the Harbor Division of the Los Angeles City Attorney’s Office serving as legal advisor to the Board of Harbor Commissioners, the Governing Boards of the Alameda Corridor Transportation Authority and the Intermodal Container Facility Joint Powers Authority.  Janna joined the Los Angeles City Attorney’s Office in 2003.  During her tenure, she has worked as a Criminal Trial Attorney for General Criminal Division, Workers’ Compensation Fraud and Special Litigation.  She prosecuted misdemeanor crimes, violations of workers’ compensation laws and unfair business practices with a special emphasis on violations of Business and Professionals Code Section 17200 and 17500.  Her experience as a Civil Attorney includes previous service at the Harbor Department and at the Department of Water and Power where she was responsible for all compliance requirements related to the implementation of the California Environmental Quality Act (“CEQA”) and National Environmental Policy Act (“NEPA”).  Janna’s legal experience also includes four years as an Assistant United States Attorney in the United States Attorney’s office.  In the Criminal Division, she was responsible for prosecuting a wide range of federal criminal offenses through all phases of the proceedings.  In the Civil Division, she defended the United States in complex civil litigation.  Her special emphasis was in Title VII Employment Discrimination and Federal Tort Claims Act cases.  Prior to her recruitment, Janna worked in politics, including several years at the White House.  Janna is also currently a Commissioner for The Little Hoover Commission and was awarded as Los Angeles Business Journal’s 2019 Municipal In-House Counsel of the Year.
