Kate White

Associate Principal & Planning Policy Leader

Kate is an Associate Principal and Planning Policy Practice Leader in Arup’s San Francisco office. In her 25 years in the sustainable mobility and development fields, she has championed innovative public policy, programs, and projects. As a Governor Jerry Brown appointee, Ms. White served as Deputy Secretary for Environmental Policy at the California State Transportation Agency, where she worked across dozens of state, regional, and local agencies to advance sustainable growth and climate policies.  Kate executed policy reforms, conducted legislative analysis, drafted statewide plans, oversaw grant programs, and represented the administration in diverse venues across California.

Ms. White is a social entrepreneur, launching mission-driven initiatives, including serving as the first executive director of the Urban Land Institute Bay Area chapter and as co-director of San Francisco’s first car-sharing service.

Kate brings expertise in strategic planning, performance management, program development, leadership development, facilitation, financial management, program evaluation, and strategic communications.  She is a collaborative team builder in diverse organizations, and author and lecturer on climate mitigation, resilience, smart growth, green streets and neighborhoods, transit-oriented development, and organizational management.
