Biography: 

Paul Helliker was appointed by Governor Jerry Brown in October, 2012 to the position of Deputy Director, Delta and Statewide Water Management.  In that role, Paul oversees DWR's Bay-Delta Office, FloodSAFE Environmental Stewardship and Statewide Resources Office, Division of Environmental Services, and the Inter-State Water Resources Manager.  Paul has worked in environmental and resource management programs for 26 years, with experience at the federal, state and local levels.  Prior to joining DWR, Paul served for eight years as the General Manager of the Marin Municipal Water District, where he also served as chair of the Bay Area Water Agencies Coalition (composed of the major wholesale and retail water supply agencies in the Bay Area), and chair of the regional water management group responsible for the Bay Area Integrated Regional Water Management.  Paul also served under Governor Gray Davis as the Director of the California Department of Pesticide Regulation from 1999-2004, and in other executive and management positions prior to 1999 at CALSTART, the California Environmental Protection Agency and the U.S. Environmental Protection Agency.  Paul holds a bachelor’s degree in Philosophy, a bachelor’s degree in Civil Engineering, and a master’s degree in Environmental Engineering, all from Stanford University.
