Biography: 

Since joining Japan’s Ministry of Economy, Trade and Industry in 2002, Kasai has been seconded to both the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and Ministry of Finance (MOF) over the course of his career, and blends expertise in export finance and policy measures to introduce to global markets Japan’s “Quality Infrastructure,” which are superior in terms of ecological impacts and energy conservation.

After assuming his current position in July 2019, Kasai has been working with organizations and stakeholders worldwide to help address the critical global challenge of achieving safe and stable water supplies, and solutions that might be offered by Japanese technologies.  

In the United States, his office is currently supporting feasibility studies on potential Japanese technology solutions in sewage treatment and water quality monitoring in both New York and California.
